Randal R. "Randy" Greene President & CEO | Randal “Randy” Greene is the President & Chief Executive Officer of Bank of Lancaster. He is also the President and CEO of Bay Banks of Virginia. He serves on the Boards of Bay Banks, Bank of Lancaster and Bay Trust Company. He joined the family of companies in the fall of 2011.
Randy received his Bachelor of Business Administration from East Tennessee State University in 1982. He began his banking career in 1984 and brings 27 years of community banking and management experience to his new position with the Bay Banks family. Randy most recently was a Regional President of State of Franklin Bank, a division of Jefferson Federal Bank in Johnson City, Tennessee. From 1996 to 2008, he was President and CEO, Director and Founder of State of Franklin Savings Bank and Chairman of its Executive Committee.
Randy has substantial knowledge of successfully growing a community bank with experience in all areas of banking, including managing multiple teams, as a senior credit officer with years of direct experience working with regulatory agencies, 25 years of lending experience, and has been directly responsible for managing the asset quality of a $350 million community bank.
Understanding the importance of a community banker’s involvement in civic and community programs, he has had a lifetime involvement in Boy Scouts of America and has served as President of the Sequoyah Council, which serves 17 counties in East Tennessee and Southwest Virginia. He has also served as Chairman of the Silver Eagle Dinner for Boy Scouts of America. He is currently on the Executive Board of the Heart of Virginia Boy Scout Council. Randy is also on the Board of Virginia Association of Community Banks, the Board of Rappahannock General Hospital Foundation, Chairman of Comprehensive Community Services and is involved in LEAD Northern Neck, a part of LEAD VIRGINIA designed to build a network of informed, engaged and connected leadership for the Commonwealth of Virginia. He has served as the Leadership Chairman of United Way of East Tennessee, a Board member of Children’s Advocacy Center, Foundation Board member of East Tennessee State University, and Board member of the Johnson City/Washington County Chamber of Commerce. He is the Past Chairman of the Johnson City Medical Center Foundation; Past Board member of the City of Johnson City Community Development Board; and the organizer of the Eastern Eight, a successful non-profit housing corporation. |
| Douglas F. Jenkins Jr. Vice President Doug is Bank of Lancaster’s Executive Vice President and the Retail Delivery Administrator. As second in command of the Bank, his responsibilities include leadership of the lending functions of the Bank as well as leadership of the company’s retail delivery system.
Doug joined the Bank in April 2006 as Vice President, Business Development Officer. In May 2008, he was promoted to Senior Lending Officer, responsible for supervising all lending areas of the Bank – residential, consumer and commercial. In December, 2009, Doug was promoted to Senior Vice President. He assumed responsibility for Retail Delivery in June of 2011 and in December of 2011 was elected by the Bank’s Board to the position of Executive Vice President.
Doug began his banking career in 1985, as a Financial Accountant with United Virginia Bank, which subsequently became Crestar Bank. In 1987, he joined Crestar’s Investment Banking Division as an Assistant Vice President, providing analytical support and investment counseling to Crestar’s correspondent banks. Later he joined Crestar’s internal Mergers and Acquisitions Department, where he was promoted to Vice President and worked on a number of transactions for Crestar. In 1994, Doug joined Crestar’s Correspondent Banking Division, where he was responsible for managing relationships of Crestar’s correspondent banks. Crestar was acquired by SunTrust Bank in 1998, at which time the Correspondent Banking Department was renamed the Financial Institutions Group and became a part of SunTrust’s Corporate and Investment Banking Group. Doug continued with the Financial Institutions Group of SunTrust until April of 2006.
He received his BS in Finance from the University of Virginia’s McIntire School of Commerce in May of 1982. He recently completed a term serving as a Director of the Virginia Association of Community Banks. He currently serves on the Retail Executives Committee of the Virginia Bankers Association. Active in his community, he is a member, Paul Harris Fellow and past president of the Warsaw Rotary Club. He is also a past Board member of the Richmond/Westmoreland Habitat for Humanity. Doug is a Deacon and Trustee of Menokin Baptist Church in Warsaw.

| Deborah M. Evans Chief Financial Officer & Treasurer | Deb is a Senior Vice President and the Chief Financial Officer of Bank of Lancaster. She is also Treasurer and Chief Financial Officer of Bay Banks of Virginia and Treasurer of Bay Trust Company. Deb joined the Company in September 1999 as a Regulatory Accountant and has been the Assistant Cashier and then Cashier.
She is responsible for planning, controlling and directing the company’s accounting and financial reporting systems; she also provides counsel to the CEO/President and Board of Directors regarding internal accounting and financial reporting policies, programs and procedures.
Deb holds a BS in Mechanical Engineering from General Motors Institute and an MBA from Yale University. She holds a certificate in Bank Management from the Graduate School of Banking at the University of Colorado and has completed the Virginia Bankers Leadership Institute program. She is a member of the American Bankers Association’s Accounting Committee and the CFO Exchange Advisory Committee.
Active in her community, Deb serves on the Board of the Northeast Virginia Dressage Association, is Treasurer and Show Secretary, and she competes locally. She has served on the Board of the Lancaster Community Library, was chair of its Technology Committee and a member of its Executive Committee. She is a past member and past Director of the Northern Neck Rotary Club and founded and chaired its Scholarship Committee. |
| Pamela A. Varnier Corporate Secretary | Pamela A. Varnier, Corporate Secretary. Pamela joined Bay Banks in September of 2003 upon relocating to the area from Richmond, Virginia, where she served as Administrative Manager for the Capital Markets division of a regional bank. Varnier served as Assistant Corporate Secretary for the company for three years before her election to Corporate Secretary in May 2008. She also serves as Corporate Secretary for Bank of Lancaster, a subsidiary of Bay Banks, a position she has held since June of 2005. Varnier has over twenty-five years of administrative experience in the financial services industry. |

Robert F. Hurliman Chairman | Robert F. Hurliman. Chairman of the Board of Bay Banks of Virginia. Director since 2007. Director of Bay Trust Company since 2006. Prior to his retirement of 31 years from DaimlerChrysler, AG in Michigan, Mr. Hurliman has extensive executive experience in manufacturing, engineering, purchasing and supply chain management. His last position was that of Director of Logistics in which he was responsible for delivery of over 3 million domestically produced and imported vehicles in North America. Mr. Hurliman received his Bachelor of Science degree in Accounting from Pennsylvania State University and his MBA from Wayne State University in Michigan. He is active in our community serving as Treasurer of Grace Episcopal Church, Kilmarnock; past president and Nominating Committee member of Lancaster County Community Library; and a member of the Architectural Review Board and Strategic Planning Chair for Laurel Point Property Owners Association. |

| Kenneth O. Bransford Jr.
| Kenneth O. Bransford, Jr., Vice Chairman of Bank of Lancaster Board, Director of Bay Trust Company Board. Mr. Bransford joined Bank of Lancaster in November of 1971. He has held the offices of Assistant Cashier, Vice President, Senior Lending Officer with overall responsibility for the Company’s loan operations, and Retail Delivery Administrator with overall responsibility for the Company’s branches throughout the Northern Neck. In 1994, the Board elected Mr. Bransford Senior Vice President; in 2002, he was elected Executive Vice President; and most recently he had been elected and held the position of President and CEO. Mr. Bransford is retired from the Virginia Army National Guard with 26 years of service. During his banking career, Mr. Bransford has been actively involved in the Virginia Bankers Association (VBA), serving on various committees, to include Regional Chair of the VBA’s Young Bankers group. Active in civil affairs, Bransford is a director and past president of the Kilmarnock-Irvington-White Stone Rotary Club, and he chairs the Rotary’s Annual Bay Seafood Festival. He is a past director of the Lancaster Community Library, the Northern Neck Boy Scout District Committee, and a past president of both the Kilmarnock Chamber of Commerce and the Lancaster County Chamber of Commerce. He has been involved with the American Cancer Society’s Relay for Life, the Northern Neck Home Builders Association, and is a member of the Indian Creek Yacht & Country Club, where he also served on the Board of Directors and is a past officer. Mr. Bransford is an active member and usher at St. Francis de Sales Catholic Church in Kilmarnock. |
| Elizabeth Hinton Crowther, Ed.D.
| Dr. Elizabeth H. Crowther is President of Rappahannock Community College.
She grew up on her family farm in Reedville, graduated from St. Margaret’s School in
Tappahannock, and then earned her BA and MA degrees in English from Virginia Tech.
Following graduation from Tech, she became a banker! While Dr. Crowther said she
enjoyed the banking industry, she stated “I found what interested me most was helping
bank employees continue their education.” She also discovered that many of her fellow
bankers were involved in community college programs, and she saw that the community
college was providing life-changing experiences for its students. Dr. Crowther said, “I
decided I’d like to be a part of that venture.” So she enrolled in the Doctor of Education
program at William & Mary, received her degree; and through a decade of advancement
with community colleges, today she is fulfilling her dream and sharing her talents as
President of RCC. Under her inspirational leadership, RCC has grown tremendously,
added numerous new programs, and the Workforce & Community Development unit
now serves approximately 3,000 students. RCC has enjoyed record enrollment of more
than 1,000 new students, or nearly 5,000 for the 2011-12 academic year. One of the
most influential initiatives she has established is the Guaranteed Admission Agreements
with leading four-year colleges and universities across Virginia which allows RCC
graduates to transfer seamlessly. Dr. Crowther also shares our philosophy of giving
back to our communities to make them a better place to live and work. She serves on
numerous civic and charitable boards, including the boards for Lillian Lumber Company,
Northern Neck Insurance, Rappahannock Community College Educational Foundation,
Rappahannock General Hospital, River Counties Community Foundation, and Visions
of Lancaster and Northumberland Counties. Dr. Crowther is a current member of the
Middlesex Rotary Club and past president of the Strasburg Club, as well as, a Paul
Harris Fellow. Her professional and personal contributions to our young people and to
our community as a whole are to be commended and recognized. |
| Richard A. "Rick" Farmar III
| Richard A. Farmer, III is President of B. H. Baird Insurance Company headquartered in Warsaw, Virginia. A graduate of Hampden-Sydney College, he joined B. H. Baird in 1979. In 1983, he received the AAI (Accredited Advisor in Insurance) designation and in 1994, the CPCU (Chartered Property Casualty Underwriter) designation. Farmar became President of B. H. Baird in January of 1999. He has served as President of the Independent Insurance Agents of Virginia and as a Director of the Virginia Financial Services Corporation. Active in his community, Farmar has served as President of the Warsaw Jaycees, President of the George Washington National Memorial Association, President of the Rappahannock Chapter of Ducks Unlimited, and has coached Little League and All Stars. He is a Past President and current member of the Warsaw Rotary Club and a Director of The Tidewater Foundation. Farmar is also the Chairman of the Board of Bank of Lancaster and Chairman of its Executive, Loan and Planning Committees. |

| Julien G. Patterson is Chairman and Past President and CEO of Omniplex World Services Corporation, a company he founded 22 years ago. The company employs approximately 3,500 employees worldwide. Mr. Patterson’s security career began with the Central Intelligence Agency, during which time he designed a wide variety of comprehensive and specialized security training programs. Serving 10 years with the CIA, he was responsible for heading up CIA’s worldwide mobile training teams. In 1987, Mr. Patterson left the CIA to begin his career as an entrepreneur and consultant. In 1997, Mr. Patterson was named the Greater Washington Entrepreneur of the Year from a field of over 890 nominees in the highly competitive Business Services category. The Entrepreneur of the Year award, sponsored by Ernst & Young LLP, the NASDAQ Stock Market, and other nationally known companies, was established to recognize “an elite group of entrepreneurs whose vision, innovation and hard work have established and sustained successful growing businesses.” Mr. Patterson is also the Past Chairman of the Virginia State Chamber of Commerce; Director, Boys & Girls Club of the Northern Neck; and Director, Steamboat Era Museum. |
